Is it compliant to send restricted casino traffic to other casinos?

Updated 14 October 2026. General information, not legal advice.

It can be compliant, but only if the casino you send the visitor to is licensed to accept players from the visitor's country, and only where the rules in your own market and theirs allow it. That is why every destination casino should have its licence checked before it receives traffic. This is general information, not legal advice.

The principle: licensed for the visitor's location

A casino can accept a player only if it holds the licence that player's country requires. So the casino a visitor is sent to must be licensed for that visitor's country. Regulators act against unlicensed offers and, in some markets, against their advertising.

Licences are market-specific

  • United Kingdom: the UK Gambling Commission says you must have a licence to serve British consumers, even if your business is based in another country such as Malta.
  • Netherlands: online games may only be offered with a licence under the Remote Gambling Act. The licensed online market opened on 1 October 2021.
  • Sweden: a licence is required to offer gambling for money. The licensing system has applied since 1 January 2019.
  • Denmark: an online casino needs a licence from the Danish Gambling Authority if its offer targets the Danish market.

More detail is in the market guides.

What regulators do about unlicensed offers

The Danish Gambling Authority says operators offering games without a licence receive an order to stop, and that it can ask a court to have the website blocked and report the operator to the police. Each regulator has its own powers, so check the rules for the markets involved.

What to check before you send traffic elsewhere

  • The destination casino's licence covers the visitor's country.
  • That licence is current.
  • The destination offers age checks and self-exclusion, as its market requires.
  • Your own licence conditions and local advertising rules allow you to send traffic this way.
  • You have written agreements and a clear record of where traffic goes.

How Adboundary approaches it

Adboundary verifies every partner's licence before that partner can receive traffic. You choose which partner casinos are shown or blocked, and you set the countries and payment situations that trigger the screen. Read how it works on the compliance page.
